Hello,
These are the operating conditions for the key specifications as listed in the previous section, under which the device is recommended to be operated. The device input/output signals, and supply and offset voltage ratings are
tested for a 15 V bias (VCC = 15 V) condition, and for a given ambient temperature (TA = 25 °C). Typically, the recommended operating conditions define limits for device operation under steady state conditions. The absolute Maximum and minimum limits discussed earlier, provide the limits for worst case conditions, such as transients.

Hi there,
Not sure exactly which area of the IRS2110's operating condition is unclear as your question did not specify, but the device's logic is operational for a Vs (High-side floating supply offset voltage) from -4V to +500V.
